The US has been embroiled in protests over George Floyd, another killing of an unarmed black man at the hands of police. As protests cool, activists are urging fellow Americans to dismantle the structures that led to his death.
When asked about what change could look like, Mr Rose told The World there needed to be widespread reform of American policing, which includes divestment.
Mr Rose also said this direct reform of American policing also needs to be coupled with broader strategies that strengthen the US's ability to speak honestly about its history. Last year a study from New York University identified that residents in predominantly black suburbs of Chicago had aThroughout the 20th-century, Chicago was one of the worst-hit American cities from the practice of redlining, where financial services were denied to minority ethnic neighbourhoods, which subsequently fuelled urban decay in black suburbs.
A report from the state attorney also noted that Mr Gray said he couldn't breathe while being placed under arrest face down. A request for an asthma inhaler was also denied by police.
