Scott Morrison had approved $828 million worth of manufacturing grants, some close to this year's election, after he was secretly sworn in as Industry Minister in 2021.

"I haven't seen yet a suggestion that anything illegal has happened but what is very clear is that conventions have been overturned completely and ignored and the Westminster system of our democracy has been undermined."
