"It has to have the approval of the states and it’s not exclusive to Aboriginal people because the constitution guarantees right of access across borders, so it would probably mean that Aboriginal people would be the majority of people and they would have the greater say on the seventh state but it wouldn’t be exclusive if we wanted it to be or not."
