The train pilot killed in the derailment at Wallan has been identified
The investigation into the crash will focus on whether the driver and the pilot were aware of an official alert advising staff that trains would be diverted via the Wallan loop with a speed limit of 15km/h for seven hours on Thursday.
Safety practices that deploy flagmen and lay detonators to remind drivers of track changes may not have been required under the ARTC's guidelines, sources said. Mr Meintanis has been remembered as a "popular member of our time" by Programmed's chief executive Glenn Thompson.
