The project to duplicate the Western Highway between Ballarat and Stawell has faced a string of delays, including those caused by protests focusing on a 12.5km stretch that would require cutting down thousands of trees.

Ms Onus said she had a"bit of a cry" and felt immense relief upon hearing the appeal had been upheld."Those trees are ancient. I think it should speak for itself in terms of what needs to be done.

"I think it justifies our argument that the Minister has not relied on the appropriate facts which determine the matter, and didn't take into consideration all the evidence in regards to our cultural heritage," he said. The State Government said there had been 11 fatalities on the Western Highway between Ballarat and Stawell since the beginning of 2013, and a safety upgrade was necessary.
