Mr Speakman would not be drawn on what measures the government would consider to ensure the law achieved the correct balance, but said it would look "very closely" at the inquiry's recommendations once they were handed down. "I don't want to preempt the results of that inquiry, but when we get those recommendations we will look at the recommendations very closely," Mr Speakman said.
