By declaring emissions to be pollutants, the state environmental regulator will use its powers to nudge around 50,000 businesses to act faster on climate change

Transport companies, miners, manufacturers and electricity producers across NSW will be forced to take on the lion’s share of cutting emissions under aExplicitly declaring greenhouse gasses to be pollutants, the NSW Environment Protection Agency will target the roughly 50,000 companies it covers in the state to ensure companies are reducing emissions as fast as possible.

NSW EPA chief executive Tony Chappel described the move to include carbon in its regulatory framework as a “paradigm shift” in the way in which it engages with industry.

But for the approach to work, the agency intends to focus on creating a level playing field, and is looking to work with other states to ensure companies don’t shift jurisdictions to avoid carbon penalties. The EPA’s Climate Change Action Plan 2023-26, to be released on Friday, signals the agency’s intention to potentially adopt market-based approaches, including charging fees for greenhouse emissions.“We could also investigate whether a targeted cap, offsets and trading
