The government has been warned that the Western Harbour Tunnel would not be “financially viable on its own” and tolls on the Harbour Bridge and existing Harbour Tunnel would have to rise significantly to help pay for itAll options are under consideration for new tolls on the Sydney Harbour Bridge and Tunnel, Premier Dominic Perrottet says, amid warnings that a second harbour tunnel will be financially unviable unless motorists pay more.

Under fire from Labor during question time, Mr Perrottet said the Western Harbour Tunnel threw up “complex issues”, such as ensuring it did not lead to congestion on other roads. Transurban chief executive Scott Charlton said it was ultimately up to governments to decide how they would pay for new motorways such as the Western Harbour Tunnel.

During private discussions in late 2019, Transurban told senior government officials that tolls on the Western Harbour Tunnel alone would not support the project, and it would need to be cross-subsidised by charges on the two existing harbour crossings.Tolls on the Sydney Harbour Bridge and Harbour Tunnel have not risen since 2009, unlike charges on other motorways such as WestConnex and the M2 which increase at 4 per cent a year or the rate of inflation, whichever is greater.
