One person stayed in detention cells on 140 different nights; 79 spent 10 or more nights, and 397 spent five or more nights. When officers exhaust a checklist of alternative places to take someone, the person is brought to police detention for 24 hours to sober up before they’re released; if there are mental health concerns, the Police and Crisis Team tries to help find supports, the board heard.
“What our staff are finding when we talk about complex needs, what we’re talking about is substance use disorders where people are very addicted, and also connected to that often is mental health,” he said, adding that The largest percentage of people with complex needs are staying around the downtown area and in core neighbourhoods, close to where service providers are located, he said, adding that the fire department is concerned about the cold weather approaching.
