The emergence of the memo comes as terror expert, Neil Fergus, warned ISIS was almost certainly behind the atrocity.
Eight blasts, thought to have been targeting worshippers and tourists, were reported across the country yesterday, in the worst bout of violence in Sri Lanka since the South Asian country's bloody civil war ended a decade ago. The attacks have been condemned around the world, and the Sri Lankan government has labelled them terrorist acts of religious extremism.
Prime Minister Ranil Wickremesinghe called a national security council meeting at his home for later in the day. Meanwhile, the Archbishop of Colombo, Cardinal Malcolm Ranjith, called on Sri Lanka's government to "mercilessly" punish those responsible "because only animals can behave like that."He offered the nation's support.
Countries around the world condemned the attacks, and Pope Francis added an appeal at the end of his traditional Easter Sunday blessing to address the massacre.
