Morrison will have to consider bigger targets and stronger measures over time. Global agreements will require Australia to set out its ambitions beyond 2030. The Energy Minister, Angus Taylor, talks of a road map next year.is a rebuke of sorts to Morrison, but it does not change the underlying politics. Morrison presides over a federal party that cannot agree on more ambitious targets. The Queenslanders and West Australians will not be moved by the Liberals from Sydney.
Will a catastrophic summer transform the debate? Only a huge shift in public sentiment could force Morrison to commit to deeper emission cuts in the near term. The friction within his party remains too great. For the conservative side of politics, the danger from a conflagration over climate change is never short of extreme.
