Deborah Glass said the city council had been "overly rigid" in pursuing fines against drivers who paid for their parking but confused the number 0 with the letter O when entering their registration in the PayStay app.

"The council knew the number 0 and letter O were virtually indistinguishable on registration plates, and drivers would not be aware they had made such an error," she said.She said the council had changed its protocol in October 2019, so drivers who make the same mistake now should have their $83 fine withdrawn on appeal.Ms Glass said she found other instances of "overzealous" behaviour by some senior managers in the council's parking branch.

The investigation began after her office received a whistleblower complaint, alleging that the council officers were making decisions to boost revenue.
