The remarks follow concerns expressed by the US and NATO allies about the build up of Russian troops at the Ukraine border. A virtual summit was held earlier in the week between US President Joe Biden and Russia counterpart Vladimir Putin – aimed at reducing tensions in the region. “Putin is not a shrinking violet – he wants to bring back the power of the Soviet Union again to some extent,” Prof Matthews told Sky News Australia.
“It looks like the Biden-Putin summit may have had some effect to hold back and get Putin to hold back on his troop movement.”
