There were 55 new coronavirus cases announced on Tuesday, bringing the 14-day average down to 89 from 96 on Monday.
Federal Health Minister Greg Hunt on Tuesday morning said he was yet to see the "underlying data and assumptions" on which Victoria's plan to recovery is based, calling on the state to make the modelling available not only to the federal government but to the public.
On Monday, Chief Health Officer Brett Sutton said the state may be able to move into stage one restrictions even if the threshold of zero cases for two weeks is not strictly met.
